BIOGRAPHY:
Tom Foley is a business leader with over 25 years experience investing in and managing companies. Tom began his career at McKinsey & Company and then Citicorp Venture Capital. He started his own business in 1985 when he formed NTC Group to acquire underperforming businesses in textiles, industrial products, and aviation services. NTC has sold its interests in textiles and industrial products, but remains active in aviation services.
Tom has served twice in Government. From October of 2006 until January of 2009 Tom was the United States Ambassador to Ireland. As Ambassador, Tom worked closely with the Special Envoy to Northern Ireland and the United States Ambassador to the United Kingdom to secure final settlement under the Good Friday Agreement. Tom was present at the historic re-standing of the government of Northern Ireland in Belfast on May 8, 2007.
In 2003 and 2004 Tom served in the Coalition Provisional Authority in Iraq reporting to Ambassador J. Paul Bremer. He had responsibility for overseeing most of Iraq’s state-owned businesses and developed a plan for re-establishing the viability of those businesses post-conflict. Tom also had responsibility for establishing the foundations for a new private sector economy. Tom earned the Department of Defense Distinguished Public Service Award for his service in Iraq.
In December 2009, Tom entered the race for Governor of Connecticut. In May 2010, he won the endorsement of the Republican Party at the Republican state convention and in August 2010 he won the Republican primary. He lost the general election by 6,400 votes, a margin of less than .5%.
In February 2011, Tom founded the Connecticut Policy Institute. The Connecticut Policy Institute is a non-partisan, not-for-profit research organization dedicated to developing responsible, research driven public policy in Connecticut. The Institute seeks to provide citizens easy access to a broad range of thoughtful analysis and other reliable information on politics and state government.
Throughout Tom’s career he has been involved in charitable causes focused on educational opportunities for children. Tom served on the board of the Kennedy Center for the Performing Arts and was a Trustee of the Kent School in Kent, CT. He served on two Connecticut Governor’s Commissions including the Governor’s Commission on Divorce, Custody and Children, which he co-chaired, and the Governor’s Commission on Education Finance.
Tom has an undergraduate degree in Economics from Harvard and a Masters in Business Administration from Harvard Business School. Tom and his wife Leslie, an attorney, live in Greenwich, CT. They have 16 month old twins, Grace and Reed.
